Dwellers of the Forbidden City is usually run as a jungle crawl. A lost ruin, monster factions, and a few humans who got there first. You fight through the streets, loot the temples, and leave. That is a legal reading. ACKS looks at the same map and sees a capital that has not chosen a king yet.
The city is not empty. It has walls, water, and people who already know how to hold a street. The different groups are not random encounters. They are the remains of a government that collapsed and never quite finished dying. Clearing one temple does not make you a tourist. It makes you the person who now controls a piece of the only real settlement for a hundred miles. The jungle will not reset. The survivors will remember who took the gate.
A kingdom does not require you to invent a new setting. It requires you to decide which existing factions become your garrison and which become your problem. The gold you drag out of the ruins will pay the first season of wages. The walls are already there. You only have to decide whether you leave with treasure or stay with a city that now has your name on the tax rolls.
You can treat the Forbidden City as a dungeon with better architecture.
Or you can treat it as the moment the wilderness stops being a backdrop and becomes a realm. The module already built the capital. ACKS is only waiting for someone to sit in it long enough for the map to notice.
